Don't know who, but looks like he is about about to drop a flower sack (could be a balloon with colored marker) with tail...more than likely at a marked spot on the ground.
 
JP played golf again, had to fly to look for his ball and is going to drop a marker so he can come BAC to it and play out the hole and get that frequent triple bogey.
 
That's Tom about to make the drop. He's the only one I know who would be wearing a "Martha's Vineyard Airport" ID. And the windshield support brace has his signature wire covering on it. I suspect that JP took the photo.
What's about to be dropped is still a guess. It's not a big enough package for ashes. There appear to be 2 of whatever wrapped in the plastic grocery bag, but they look too long to be hot dogs. So I'll go with Bratwurst.

The yellow bag tied to the grocery bag might be a parachute. So I guess that JP is dropping a bag of candy, or perhaps chicken livers, and "National Candy Drop" day...............

I have moved my mystery operation to Dayton Beach, Florida for the week.

Tom, Dropping streamers to determine wind speed and direction will not help Tom Brady and the Pats inside the Mercedes dome. Can't blame you for trying though after Inflation Gate.
 
He decided not to drop it, whatever, since he follows all the FARs and that action would constitute a violation...
 
Did your town just ban single use plastic bags? Are you getting rid of yours by dropping them in Buzzard's Bay?
